ia64: fix domain restore
A domain fails to restore on IA64 since cset 17524:18727843db60. This patch fixes it temporarily. Guest CPUID configuration for IA64 might be implemented in the future. Signed-off-by: Kouya Shimura <kouya@jp.fujitsu.com>
