Andrew Cooper c6b84ccf8d CI: Fix package installation for Coverity run
Something has changed recently in the Github Actions environment and the
golang metapacakge resolves to something that no longer exists:

  https://github.com/xen-project/xen/actions/runs/11539340171/job/32120834909

Update the apt package index before installing, which fixes things.

Andrew Cooper c4ebeb79d1 CI: Refresh the Coverity Github Action configuration
Update to Ubuntu 24.04, and checkout@v4 as v2 is deprecated.

The build step goes out of it's way to exclude docs and stubdom (but include
plain MiniOS), so disable those at the ./configure stage.

Refresh the package list. libbz2-dev was in there twice, and e2fslibs-dev is
a a transitional package to libext2fs-dev. I'm not aware of libtool ever
having been a Xen dependency.

Andrew Cooper 606bb708e1 CI: Fix the github actions Coverity run
The Install step is failing with:

Package python-dev is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or
E: Package 'python-dev' has no installation candidate
is only available from another source
However the following packages replace it:
    python2-dev python2 python-dev-is-python3

which is a side effect of ubuntu-latest having changed from 20.04 to 22.04.

Drop python-dev as python3-dev is already present, and used a fixed runs-on to
avoid such problems in the future.

Andrew Cooper 32c91e445d CI: Coverity tweaks
* Use workflow_dispatch to allow manual creation of the job.
 * Use parallel builds; the workers have two vCPUs. Also, use the build-*
targets rather than the ones which expand to dist-*.
 * Shrink the dependency list further. build-essential covers make and gcc,
while bridge-utils and iproute2 are runtime dependencies not build
   dependencies. Alter bzip2 to libbz2-dev.

Roger Pau Monne 686f13cfce CI/Coverity: Do not build QEMU, SeaBIOS or OVMF
Such external projects should have their own Coverity runs, and
there's not much point in also making them part of our scan (apart
from greatly increasing the amount of code scanned).

Trim the dependencies now that QEMU is not built.

Roger Pau Monne f05a7fa208 CI: add github workflow to run Coverity scans
Add a workflow that performs a build like it's done by osstest
Coverity flight and uploads the result to Coverity for analysis. The
build process is exactly the same as the one currently used in
osstest, and it's also run at the same time (bi-weekly).

This has one big benefit over using osstest: we no longer have to care
about keeping the Coverity tools up to date in osstest.
