It's not clear why for x86-64 a different approach was used than the
(shorter) one x86-32 has been using. Move the setting to the respective
OS files and reuse x86-32's approach for x86-64, while at the same time
using an OS-independent variable name (thus avoiding the indirection
through $(XEN_OS)).

FreeBSD package manager uses /usr/local/ as the default install path,
but that's not part of the compiler search path, so add it using the
APPEND_{LIB/INCLUDES} variables.

pkg-config from FreeBSD ports doesn't have ${prefix}/share/pkgconfig in the
default search path, fix this by having a PKG_INSTALLDIR variable that can
be changed on a per-OS basis.
It would be best to use PKG_INSTALLDIR as defined by the pkg.m4 macro, but
sadly this also reports a wrong value on FreeBSD (${libdir}/pkgconfig, which
expands to /usr/local/lib/pkgconfig by default, and is also _not_ part of
the default pkg-config search path).
This patch should not change the behavior for Linux installs.

The alternative backend (a xen-api/xapi shim) is no longer around and
so this stuff is now just baggage which is getting in the way of
refactoring libxenctrl.
Nested virt probably suffices for this use case now.
This was the last component of the osdep infrastructure, so all the
dynamic loading etc stuff all falls away too.
As part of this I was forced to investigate the twisty
xc_map_foreign_* maze, which I have added to the
toolstack-library-apis doc in the hopes of doing something sensible.
NetBSD and Solaris now call xc_map_foreign_bulk_compat directly from
their xc_map_foreign_bulk, which could have been achieved by using
some ifdefs around a renamed function. This will fall out in the wash
when these functions move to their own library.

Preserve existing behaviour: if the option was not given, set existing
defaults for FreeBSD, Solaris and everything else.
