xentop parses -d/--delay and -i/--iterations with atoi(), so invalid
input is silently accepted with surprising results: a fractional delay
such as "-d 2.5" is truncated to 2; "-d abc" parses as 0, which in
batch mode turns the output loop into a busy loop; "-d -1" wraps to an
effective delay of about 136 years; and "-i 0" (or any unparsable
iterations count) decrements an unsigned counter from zero, running
for about 2^32 iterations. atoi() also has undefined behaviour on
out-of-range input.
Parse both options with strtoull() instead, and reject anything that
is not a plain decimal integer in range: a sign, a fractional part,
trailing junk or overflow now produce an error and exit rather than a
silently wrong value.
Compatibility considerations: "--delay 0" remains accepted, since
updating as fast as possible is a plausible deliberate choice and
works today; "--iterations 0" is rejected, since running the loop
2^32 times cannot be what the caller meant. The interactive 'D'
prompt already validates its input and is unchanged. The only
previously useful invocation this breaks is a fractional delay, which
now fails loudly instead of silently rounding down - which is the
point of the change.
A patch documenting the --delay truncation was posted in 2010 but
never applied:

Introduce a new '-p/--pcpus' flag to display physical CPU utilization metrics
using xc_interface. This provides hypervisor-level CPU usage insights alongside
existing domain statistics. This helps correlate VM resource usage with host CPU
load patterns.
Changes:
- Add pcpu.c/pcpu.h for PCPU stat collection logic
- Link against libxenctrl for xc_handle access
- Extend CLI with '-p' flag and output formatting
- Forward declare xenstat_handle to access xc_handle
- Include cleanup for PCPU resources in exit handler
Example usage:
xentop -p # Shows physical CPU stats
xentop -bp # Batch mode
xentop -d 1 -p # With different delays
Example output with '-p':
NAME STATE CPU(%) MEM(%) VCPUS ...
Domain-0 -----r 17.0 6.3 8
DomD -----r 767.0 38.1 8
Physical CPU Usage:
┌───────┬────────┐
│ Core │ Usage │
├───────┼────────┤
│ 0 │ 98.1% │
│ ... │ ... │
│ 7 │ 97.3% │
└───────┴────────┘

In compare_cpu_pct(), there is a double -> unsigned long long converion when

Add a command line option to xentop to be able to display dom0 first, on top of the list.
This is unconditional, so sorting domains with the S option will also ignore dom0.

Add "xentop" to "TARGETS" because this variable will be useful later.
Always define all the targets, even when configured with
--disable-monitor, instead don't visit the subdirectory.
This mean xentop/ isn't visited anymore during "make clean" that's how
most other subdirs in the tools/ works.
Also add missing "xentop" rules. It only works without it because we
still have make's built-ins rules and variables, but fix this to not
have to rely on them.
Use $(TARGETS) with $(INSTALL_PROG), and thus install into the
directory rather than spelling the program name.
In the "clean" rule, use $(RM) and remove all "*.o" instead of just
one object.

There is no reason why libxenstat is not placed in the tools/libs
directory.
At the same time move xenstat.h to a dedicated include directory
in tools/libs/stat in order to follow the same pattern as the other
libraries in tools/libs.
As now xentop is the only left directory in xenstat move it directly
under tools and get rid of tools/xenstat.
Fix some missing prototype errors (add one prototype and make two
functions static).
