Addressing certain issues, in particular related to operations which may
take excessively long and therefore would need preemption, has turned out
overly costly. Since alternatives (HVM/PVH: HAP, PV: shim) are commonly
available, the decision was to deprecate the functionality, while still
retaining it for people to use at their own (security) risk. Memory-wise
small enough guests may still be okay to run.
Some CI testing depends on SHADOW_PAGING. Explicitly enable it when needed.

Currently, the URL where the ECLAIR MISRA C scan reports are saved
is hardcoded; making it configurable allows multiple runners and storage

Additionally, reports will be accessed publicly by using a proxy,

Alpine: 13m38s 6m04s
Debian 12: 10m05s 8m10s
OpenSUSE Tumbleweed: 11m40s 7m54s

If system suspends too quickly, the message for the test controller to
wake up the system may be not sent to the console before suspending.
This will cause the test to timeout.
Fix this by calling sync on the console and waiting a bit after printing
the message. The test controller then resumes the system 30s after the
message, so as long as the delay + suspending takes less time it is
okay.
