The first thing XEN_SYSCTL_physinfo does is zero op->u.physinfo.
Do not copy-in. It's pointless, and most callers don't initialise their
xc_physinfo_t buffer to begin with. Remove the redundant zeroing from the
remaining callers.

In order to let the toolstack be able to set the gnttab version on a
per-domain basis, it needs to know which ABIs Xen supports. Introduce
XEN_SYSCTL_PHYSCAP_gnttab_v{1,2} for the purpose, and plumb in down into
userspace.

Introduce flag XEN_SYSCTL_PHYSCAP_vpmu which
indicates whether the platform supports vPMU
functionality. Modify Xen and tools accordingly.
Take the opportunity and fix XEN_SYSCTL_PHYSCAP_vmtrace
definition in sysctl.h which wrongly use (1 << 6)
instead of (1u << 6).

We're about to introduce support for Intel Processor Trace, but similar
functionality exists in other platforms.
Aspects of vmtrace can reasonably can be common, so start with
XEN_SYSCTL_PHYSCAP_vmtrace and plumb the signal from Xen all the way down into
`xl info`.

Carve out all libxenlight related sources and move them to
tools/libs/light in order to use the generic library build environment.
The closely related sources for libxl-save-helper and the libxl test
environment are being moved, too.
