This avoid the need to generate the _paths.h header when the
information is from autoconf anyway.
They are no more users of the "buildmakevars2header" macro, so it can
be removed from "Config.mk".
Also removed the extra "-f" flag where "$(RM)" is used (xl/Makefile).

Libxl bitmap operations for single bits (test, set, reset) take the bit
number as a signed integer without testing the value to be larger than
0.
Correct that by adding the appropriate tests.

Carve out all libxenlight related sources and move them to
tools/libs/light in order to use the generic library build environment.
The closely related sources for libxl-save-helper and the libxl test
environment are being moved, too.
