tools/ocaml: use APPEND_CFLAGS and APPEND_LDFLAGS
While implementing the --enable-rpath change I noticed that a ocaml
build does not use APPEND_LDFLAGS. Make use of APPEND_CFLAGS and
APPEND_LDFLAGS as it is done already in other places.
