Juergen Gross a5ea73f4be doc: correct intel_psr_cat_cdp.pandoc syntax 
"make -C docs all" fails due to incorrect markdown syntax in
intel_psr_cat_cdp.pandoc. Correct it.

Yi Sun 1728e24f46 docs: remove a special character to avoid html creation error. 
The '®' (a special character) may cause html document creation
failure. So remove it from the feature document.

Yi Sun da472f80d2 docs: create Cache Allocation Technology (CAT) and Code and Data Prioritization (CDP) feature document 
This patch creates CAT and CDP feature document in doc/features/. It describes
key points to implement L3 CAT/CDP and L2 CAT which is described in details in
Intel SDM "INTEL® RESOURCE DIRECTOR TECHNOLOGY (INTEL® RDT) ALLOCATION FEATURES".
