Just like all other object files - wherever *.o is mentioned, *.opic
also needs mentioning to yield consistent behavior. Otherwise make may
decide to (re)build the object before recursion into $(ACPI_PATH)/ (to
update $(DSDT_FILES-y) and ssdt_*.h) was actually finished.

NetBSD doesn't have setresuid(). introcuce libxl__setresuid(),
which on NetBSD assert() that it's never called (it should not be called when
dm restriction is off, and NetBSD doesn't support dm restriction at
this time).
On linux and FreeBSD it just calls setresuid().

While the lack of proper dependency tracking of #include-d files is
wider than just the libs/ subtree, dealing with the problem universally
there or in tools/Rules.mk is too much of a risk at this point in the
release cycle. Add the missing inclusion of $(DEPS_INCLUDE) only in the
specific Makefile-s, after having checked that their prior Makefile-s
had such includes.
Interestingly the $(DEPS_RM) use is present in tools/libs/libs.mk's
clean target, so doesn't need taking care of in individual Makefile-s.

$(DSDT_FILES-y) depends on the recursive make to have run in libacpi/
such that the file(s) itself/themselves were generated before
compilation gets attempted. The same, however, is also necessary for
generated headers, before source files including them would get
attempted to be compiled.
The dependency specified in libacpi's Makefile, otoh, is entirely
pointless nowadays - no compilation happens there anymore (except for
tools involved in building the generated files). Together with it, the
rule generating acpi.a also can go away.

Instead of each library having an own include directory move the
official headers to tools/include instead. This will drop the need to
link those headers to tools/include and there is no need any longer
to have library-specific include paths when building Xen.
While at it remove setting of the unused variable
PKG_CONFIG_CFLAGS_LOCAL in libs/*/Makefile.

Carve out all libxenlight related sources and move them to
tools/libs/light in order to use the generic library build environment.
The closely related sources for libxl-save-helper and the libxl test
environment are being moved, too.
