This requires calling dpkg-deb directly and pass it -z0.
It reduces the time to run the mkdeb script from 14 seconds to 3
seconds on my workstation with SSD, from 87s to 15s on a machine
with HDD. The deb file grows from 49M to 58M.

mkdeb previously set the package architecture to be 'amd64' for anything other than
XEN_TARGET_ARCH=x86_32. This patch attempts to correctly map the architecture
from XEN_TARGET_ARCH to the Debian architecture names for x86 and ARM
architectures.

- Remove version from installed package name, to make "upgrades" work
- Add conffiles to manage files in /etc on package install/update/remove
- Added in description that this is a .deb for testing only

Adds "make deb", which does a "make dist" build and wraps the
resulting dist/install files in dist/xen-<version>.deb
This is _not_ a "packaged" version of Xen for Debian users, nor is it
intended to compete with anyone else's packaging efforts. In
particular it doesn't do any of the boot-time or fstab fixups needed
to actually start the xen tools. It's just a quick hack for
developers to be able to quickly install and uninstall a Xen build on
a test box.
