xen-hptool is including private headers from tools/libxc without any
need. Switch it to use official headers only.

Currently, a user can in principle combine the output of `xl info -n`, the
APCI tables, and some manual CPUID data to figure out which CPU numbers to
feed into `xen-hptool cpu-offline` to effectively disable SMT at runtime.
A more convenient option is to teach Xen how to perform this action.
Extend XEN_SYSCTL_cpu_hotplug with two new operations. Introduce a new
smt_up_down_helper() which wraps the cpu_{up,down}_helper() helpers with logic
which understands siblings based on their APIC_ID.
Add libxc stubs, and extend xen-hptool with smt-{enable,disable} options.
These are intended to be shorthands for a loop over cpu-{online,offline}.
To simplify the implemention, they will strictly enable/disable secondary
siblings (those with a non-zero thread id). This functionality is intended
for use in production scenarios where debugging options such as `maxcpus=` or
other manual plug/unplug configuration has not been used.

libxenevtchn will provide a stable API and ABI for accessing the
evtchn device.
The functions are moved into the xenevtchn namespace to make a clean
break from libxc and avoid ambiguity regarding which interfaces are
stable.
All in-tree users are updated to use the new names.
Upon request (via #define XC_WANT_COMPAT_EVTCHN_API) libxenctrl will
provide a compat API for the old names. This is used by qemu-xen for
the time being. qemu-xen-traditional is updated in lockstep.
This leaves a few event channel related functions which go via privcmd
(EVTCHNOP) rather than ioctls on the /dev/xen/evtchn device in
libxenctrl. Specifically:
- xc_evtchn_alloc_unbound
- xc_evtchn_reset
- xc_evtchn_status
Note that xc_evtchn_alloc_unbound's functionality is also provided by
xenevtchn_bind_unbound_port() (née xc_evtchn_bind_unbound_port) and is
probably redundant.
These functions do not appear to be needed by qemu-dm, qemu-pv
(provision of device model to HVM guests and PV backends respectively)
or by libvchan suggesting they are not needed by non-toolstack uses of
event channels. QEMU does use these in hw/xenpv/xen_domainbuild.c but
that is a "toolstack use".
The new library uses a version script to ensure that only expected
symbols are exported and to version them such that ABI guarantees can
be kept in the future.

Instead of returning -Exx we now return -1 for error.
We could stash the -Exx values in errno values but why - the
underlaying functions we call all stash the proper errno
value. Hence we just propagate it up wherver it is needed.

xen-hptool and xen-mfndump include xc_private.h. This is bad, but not trivial
to fix, so they gain a protective #undef and a stern comment.
MiniOS leaks ARRAY_SIZE into the libxc namespace as part of a stubdom build.
Therefore, xc_private.h gains an #ifndef until MiniOS is fixed.

Use fcntl F_SETLK, rather than writing our pid into a "lock" file.
That way if we crash we don't leave the lockfile lying about. Callers
now need to keep the fd for our lockfile. (We don't use flock because
we don't want anyone who inherits this fd across fork to end up with a
handle onto the lock.)
While we are here:
* Move the lockfile to /var/run/xen
* De-duplicate the calculation of the pathname
* Compute the buffer size for the pathname so that it will definitely
not overrun (and use the computed value everywhere)
* Fix various error handling bugs

xc_suspend_evtchn_init expects to eat the first event on the xce. If
the xce is used for any other purpose then this can break. Document
this fact and rename the function to xc_suspend_evtchn_init_exclusive.
(I haven't checked the call sites for improper shared use of the xce.)
Provide a corresponding xc_suspend_evtchn_init_sane which doesn't try
to eat an event, and instead leaves the caller the ability to
demultiplex.
Also document that xc_await_suspend needs exclusive use of the xce.

This patch eliminate the global variables in libxenctrl (used for
logging and error reporting).
Instead the information which was in the global variables is now in a
new xc_interface* opaque structure, which xc_interface open returns
instead of the raw file descriptor; furthermore, logging is done via
xentoollog.
There are three new parameters to xc_interface_open to control the
logging, but existing callers can just pass "0" for all three to get
the old behaviour.
All libxc callers have been adjusted accordingly.
Also update QEMU_TAG for corresponding qemu change.
