Roger Pau Monné 2fc98a9587 libs/guest: move cpu policy related prototypes to xenguest.h
Do this before adding any more stuff to xg_cpuid_x86.c.

The placement in xenctrl.h is wrong, as they are implemented by the
xenguest library. Note that xg_cpuid_x86.c needs to include
xg_private.h, and in turn also fix xg_private.h to include
xc_bitops.h. The bitops definition of BITS_PER_LONG needs to be
changed to not be an expression, so that xxhash.h can use it in a
preprocessor if directive.

As a result also modify xen-cpuid to include xenguest.h.

Olaf Hering 8b90e311e0 tools: allocate bitmaps in units of unsigned long
Allocate enough memory so that the returned pointer can be safely
accessed as an array of unsigned long.

The actual bitmap size in units of bytes, as returned by bitmap_size,
remains unchanged.

Olaf Hering 50a5215f30 libxc/bitops: increase potential size of bitmaps
If the bitmap is used to represent domU pages, the amount of memory is
limited to 8TB due to the 32bit value. Adjust the code to use 64bit
values as input. All callers already use some form of 64bit as input,
so no further adjustment is required.

Juergen Gross af6c78d9dc tools: move libxenctrl below tools/libs
Today tools/libxc needs to be built after tools/libs as libxenctrl is
depending on some libraries in tools/libs. This in turn blocks moving
other libraries depending on libxenctrl below tools/libs.

So carve out libxenctrl from tools/libxc and move it into
tools/libs/ctrl.
