The "eclair" script calls action_push.sh even for merge request, while
instead action_pull_request.sh should be called, resulting in a job
failure with this error:
Unexpected event pull_request
Fix the script to call action_pull_request.sh appropriately.

Introduce accepted_guidelines.sh: a script to autogenerate the
configuration file accepted.ecl from docs/misra/rules.rst which enables
all accepted guidelines.
Introduce monitored.ecl: a manual selection of accepted guidelines
which are clean or almost clean, it is intended to be used for the
analyses triggered by commits.
Reorganize tagging.ecl:
-Remove "accepted" tags: keeping track of accepted guidelines tagging
them as "accepted" in the configuration file tagging.ecl is no
longer needed since docs/rules.rst is keeping track of them.
-Tag more guidelines as clean.
Reorganize eclair pipelines:
- Set1, Set2, Set3 are now obsolete: remove the corresponding
pipelines and ecl files.
- Amend scheduled eclair pipeline to use accepted.ecl.
- Amend triggered eclair pipeline to use monitored.ecl.
Rename and improve action_check_clean_regressions.sh to print a
diagnostic in case a commit introduces a violation of a clean guideline.
An example of diagnostic is the following:
Failure: 13 regressions found for clean guidelines
service MC3R1.R8.2: (required) Function types shall be in prototype form with named parameters:
violation: 13

With this patch, ECLAIR jobs will need to be manually
started for "people/.*" pipelines and will not be triggered
if the WTOKEN variable is missing.
This avoids occupying the runner on analyzes that might
not be used by developers.
If developers want to analyze their own repositories
they need to launch them from GitLab.

Add two pipelines that analyze an ARM64 and a X86_64 build with the
ECLAIR static analyzer on the guidelines contained in Set1.
The analysis configuration is stored in automation/eclair_analysis.
All commits on the xen-project/xen:staging branch will be analyzed
and their artifacts will be stored indefinitely; the integration will
report differential information with respect to the previous analysis.
All commits on other branches or repositories will be analyzed and
only the last ten artifacts will be kept; the integration will report
differential information with respect to the analysis done on the common
ancestor with xen-project/xen:staging (if available).
Currently the pipeline variable ENABLE_ECLAIR_BOT is set to "n".
Doing so disables the generation of comments with the analysis summary
on the commit threads. The variable can be set to "y" if the a masked
variable named ECLAIR_BOT_TOKEN is set with the impersonation token of
an account with enough privileges to write on all repositories.
Additionaly any repository should be able to read a masked variable
named WTOKEN with the token provided by BUGSENG.
The analysis fails if it contains violations of guidelines tagged as
clean:added. The list of clean guidelines are maintained in
automation/eclair_analysis/ECLAIR/tagging.ecl.
