Introduce an additional memflags field to the xc_dom_image and
xc_sr_context structures and use it to pass additional memflags to use when
populating the domain physmap.
No meaningful usages of this new field are added as part of the patch. The
only know usage will be from the XAPI domain builder, which lives in a
different repository.

There is currently an asymmetry between HVM where the page is cleared
and PV where the contents are restored.
Add xc_dom_console_set_disconnected() to only set the connection flag
for PV guests.
xenconsoled is responsible for setting the console connected when it
attaches.

Initialize xencons_interface's connection field to
XENCONSOLE_DISCONNECTED. xenconsoled will mark the page as connected
when it establishes the connection.

Do this before adding any more stuff to xg_cpuid_x86.c.
The placement in xenctrl.h is wrong, as they are implemented by the
xenguest library. Note that xg_cpuid_x86.c needs to include
xg_private.h, and in turn also fix xg_private.h to include
xc_bitops.h. The bitops definition of BITS_PER_LONG needs to be
changed to not be an expression, so that xxhash.h can use it in a
preprocessor if directive.
As a result also modify xen-cpuid to include xenguest.h.

The core of a pv linux guest produced via "xl dump-core" is nor usable
as since kernel 4.14 only the linear p2m table is kept if Xen indicates
it is supporting that. Unfortunately xc_core_arch_map_p2m() is still
supporting the 3-level p2m tree only.
Fix that by copying the functionality of map_p2m() from libxenguest to
libxenctrl.
Additionally the mapped p2m isn't of a fixed length now, so the
interface to the mapping functions needs to be adapted. In order not to
add even more parameters, expand struct domain_info_context and use a
pointer to that as a parameter.

Various version of gcc, when compiling with -Og, complain:
xg_dom_arm.c: In function 'meminit':
xg_dom_arm.c:420:19: error: 'p2m_size' may be used uninitialized in this function [-Werror=maybe-uninitialized]
420 | dom->p2m_size = p2m_size;
| ~~~~~~~~~~~~~~^~~~~~~~~~
This is actually entirely stale code since ee21f10d70^..97e34ad22d which
removed the 1:1 identity p2m for translated domains.
Drop the write of d->p2m_size, and the p2m_size local variable. Reposition
the p2m_size field in struct xc_dom_image and correct some stale
documentation.
This change really ought to have been part of the original cleanup series.
No actual change to how ARM domains are constructed.

Instead of each library having an own include directory move the
official headers to tools/include instead. This will drop the need to
link those headers to tools/include and there is no need any longer
to have library-specific include paths when building Xen.
While at it remove setting of the unused variable
PKG_CONFIG_CFLAGS_LOCAL in libs/*/Makefile.
