Andrew Cooper 5e7667ea2d CI: Update FreeBSD to 13.1 
Also print the compiler version before starting.  It's not easy to find
otherwise, and does change from time to time.

Andrew Cooper e21a6a4f96 tools: Drop gettext as a build dependency 
It has not been a dependency since at least 4.13.  Remove its mandatory check
from ./configure.

Annotate the dependency in the CI dockerfiles, and drop them from CirrusCI and
TravisCI.

Roger Pau Monne 5d94433a66 cirrus-ci: introduce some basic FreeBSD testing 
Cirrus-CI supports FreeBSD natively, so introduce some build tests on
FreeBSD.

The Cirrus-CI requires a Github repository in order to trigger the
tests.

A sample run output can be seen at:

Note the FreeBSD 11 task fails to build QEMU and is not part of this
patch.
