Consolidate to a single set of common macros for tools.
MB() will gain another use in libelf, so this movement makes it
available.

Commit 56a7aaa16b introduced some SVE related code that is protected by
'#if defined(__aarch64__)', the issue is that this doesn't take into
consideration when the toolstack is compiled for an arm32 Dom0 running on
an arm64 platform, it should be able to create SVE enabled guests but with
the current code it's not.
So fix the issue by compiling the code when the toolstack is compiled for
both arm32 and arm64.

Currently libxl and the x86-emulator tests carry their own versions. Factor
those out into the common macros header so every library can make use of
it. This is required so the following patch can add this macro to a header
used both in Xen and tools/libs.
No functional change.

Instead of including the same small C source in multiple binaries from
2 source directories, use a header file with inline functions as a
replacement.
As some of the functions are exported by libxenstore, rename the inline
functions from xs_*() do xenstore_*() and add xs_*() wrappers to
libxenstore.
With that no sources required to build libxenstore are left in
tools/xenstore, so the file COPYING can be removed now.

Today a guest is free to access as many nodes in a single transaction
as it wants. This can lead to unbounded memory consumption in Xenstore
as there is the need to keep track of all nodes having been accessed
during a transaction.
In oxenstored the number of requests in a transaction is being limited
via a quota maxrequests (default is 1024). As multiple accesses of a
node are not problematic in C Xenstore, limit the number of accessed
nodes.
In order to let read_node() detect a quota error in case too many nodes
are being accessed, check the return value of access_node() and return
NULL in case an error has been seen. Introduce __must_check and add it
to the access_node() prototype.
This is part of XSA-326 / CVE-2022-42314.
