tools: Clean up use of 'install' command.
...
- convert raw "install" command to use $(INSTALL)
- convert some $(INSTALL) to $(INSTALL_DATA) as appropriate
- modify the specific $(INSTALL) definitions to use -p.

[SOLARIS] More tools fixes.

Many of the tools use C99 features such as bool, or expect certain functions.
Fix the CFLAGS to enable these on Solaris.
Also make sure the correct $CC is passed to Python.

Avoid need for GREP variable by avoiding GNUisms. The

only one we appear to have is use of '-q'. Replace it
with redirection to /dev/null.
Also avoid use of 'tail' by replacing with 'head' or
'grep' as appropriate.
