Converts the existing XSM_ENABLE flag from Config.mk to CONFIG_XSM

Converts the Config.mk option of FLASK_ENABLE into a Kconfig option for
the hypervisor called CONFIG_FLASK. This commit knowingly breaks the
dependent relationship on XSM_ENABLE which is addressed when XSM_ENABLE
is converted to Kconfig.

In attempting to disaggregate libxenctrl I found that many of the
pieces were going to want access to this library, so split it out (as
it probably should always have been).
Various build adjustments are needed. In particular things which use
xtl_* themselves now need to explicity link against the library.
This has a nice side effect which is that users of libxl no longer
need to link against libxenctrl just to create a logger, which was
counter to the principal that applications using libxl shouldn't be
required to look behind the curtain. This means that xl no longer
links against libxenctrl.
The new library uses a version script to ensure that only expected
symbols are exported and to version them such that ABI guarantees can
be kept in the future.

[ ijc -- dropped QEMU_TRADITIONAL_REVISION update, this had since
progressed to 569eac99e8dd which is after 9fad9ed28583, the

This reverts commit c7d3afbb44 which
broke the libvirt build, since libvirt uses xtl_* and hence needs
updating to link against the new library when necessary.

[ ijc -- Update QEMU_TRADITIONAL_REVISION and MINIOS_UPSTREAM_REVISION ]
Upstream qemu is now in qemu-xen.git and the trad fork is in
qemu-xen-traditional.git.
QEMU_UPSTREAM_REVISION is currently a tag and
QEMU_TRADITIONAL_REVISION is a specific revision, so no changes are
required to those.

Also contains a fix from Thomas Leonard (to use %u for "4 + 32", not
%lu) previously posted as part of "mini-os: enable compiler check for
printk format types" but with mini-os now having been split a separate
repo most of that change has been applied there.
This fixes the 32-bit build with updated mini-os which includes format
string checking.

[ ijc -- Updated MINIOS_UPSTREAM_REVISION ]
The current base directory /var/xen/dump for domU dumps will be patched
to /var/lib/xen/dump by most distros to follow FHS.
This change does three things:
- change the default from /var/xen/dump to /var/lib/xen/dump
- provide a configure option to avoid patching the source.
- update docs to refer to the new default location

[ ijc -- s,/var,LOCALSTATEDIR, in help test, ran autogen.sh ]
In 952944f7 "QEMU_TAG update" my tag update script mangled the
machinery which sets QEMU_TRADITIONAL_REVISION, by replacing the first
assignment to QEMU_TRADITIONAL_REVISION it found rather than the one
which ought to have been replaced.
The result was that:
* From that commit on, QEMU_TAG was no longer honoured although
QEMU_TRADITIONAL_REVISION still was
* That particular update to QEMU_TRADITIONAL_REVISION's default
value was effective
* The next attempt to update QEMU_TRADITIONAL_REVISION, in
1fc3aeb3 "libxl: use new QEMU xenstore protocol" was totally
ineffective.
Fix this by restoring the transfer from QEMU_TAG. The effects are:
* Once more, honour QEMU_TAG.
* Belatedly apply the qemu-trad change part of "libxl: use new QEMU
xenstore protocol.
(I have also fixed my script to not do this again.)

Originally both QEMU traditional and QEMU upstream used hardcoded
/local/domain/0 paths. This patch changes the protocol to use
/local/domain/$dm_domid path.
For QEMU traditional and upstream without stubdom, $dm_domid is 0 so
the path is in fact still /local/domain/0.
For QEMU traditional stubdom, this is incompatible protocol change.
However QEMU traditional is shipped with Xen so we are allowed to do
such change. This change requires to corresponding QEMU traditional
changeset.
There is no compatibility issue with QEMU upstream stubdom, because QEMU
upstream stubdom doesn't exist yet.
Watch /local/domain/$dm_domid/device-model/$domid/state, wait until
state turns "running" then unpause guest.
LIBXL_STUBDOM_START_TIMEOUT is the timeout used wait for stubdom to be
ready. My test on a very old machine (Core 2 6400) showed that it might
need more than 20s before the stubdom is ready to serve DomU.

Provide mini-os url and revision in Config.mk
Make stubdom targets depend on mini-os-dir target. Make
subtree-force-update{,-all} depend on mini-os-dir-force-update.
Also make mktarball script generate mini-os archive.
Original mini-os directory is renamed to mini-os-intree to help reduce
patch length. That directory will be deleted in a separate patch.
