This patch adds the basic framework for ARM SCI mediator. SCI is System
Control Interface, which is designed to redirect requests from the Domains
to ARM specific Firmware (for example SCMI). This will allow the devices,
passed-through to the different Domains, to access to the System resources
(such as clocks/resets etc) by sending requests to the firmware.
ARM SCI subsystem allows to implement different SCI drivers to handle
specific ARM firmware interfaces (like ARM SCMI) and mediate requests
-between the Domains and the Firmware. Also it allows SCI drivers to perform
proper action during Domain creation/destruction which is vital for
handling use cases like Domain reboot.
This patch introduces new DEVICE_FIRMWARE device subclass for probing SCI
drivers basing on device tree, SCI drivers register itself with
DT_DEVICE_START/END macro. On init - the SCI drivers should register its
SCI ops with sci_register(). Only one SCI driver can be supported.
At run-time, the following SCI API calls are introduced:
- sci_domain_sanitise_config() called from arch_sanitise_domain_config()
- sci_domain_init() called from arch_domain_create()
- sci_relinquish_resources() called from domain_relinquish_resources()
- sci_domain_destroy() called from arch_domain_destroy()
- sci_handle_call() called from vsmccc_handle_call()
- sci_dt_handle_node()
- sci_dt_finalize() called from handle_node() (Dom0 DT)

Add support for Renesas R-Car Gen4 PCI host controller, specifically
targeting the S4 and V4H SoCs. The implementation includes configuration
read/write operations for both root and child buses. For accessing the
child bus, iATU is used for address translation.
The host controller needs to be initialized by Dom0 first to be properly
handled by Xen. Xen itself only handles the runtime configuration of
the iATU for accessing different child devices.
iATU programming is done similarly to Linux, where only window 0 is used
for dynamic configuration, and it is reconfigured for every config space
read/write.
Code common to all DesignWare PCI host controllers is located in a
separate file to allow for easy reuse in other DesignWare-based PCI
host controllers.

Rename the file containing uart_init() to enable reuse across other
architectures that utilize device trees or SPCR tables to locate UART
information.
After locating UART data, {acpi}_device_init() is called to initialize
the UART.
arm_uart_init() is renamed to uart_init() to be reused by other
architectures.
A new configuration option, CONFIG_GENERIC_UART_INIT, is introduced,
currently available only for Arm. Enabling CONFIG_UART_INIT on additional
architectures will require additional functionality, such as device tree
mapping and unflattening, etc.
arm-uart.c is removed from "ARM (W/ VIRTUALIZATION EXTENSIONS) ARCHITECTURE"
section in the MAINTAINERS file, as it is no longer Arm-specific and can
now be maintained by maintainers of other architectures.

Introduce sysctl XEN_SYSCTL_dt_overlay to remove device-tree nodes added using
device tree overlay.
xl dt-overlay remove file.dtbo:
Removes all the nodes in a given dtbo.
First, removes IRQ permissions and MMIO accesses. Next, it finds the nodes
in dt_host and delete the device node entries from dt_host.
The nodes get removed only if it is not used by any of dom0 or domio.
Also, added overlay_track struct to keep the track of added node through device
tree overlay. overlay_track has dt_host_new which is unflattened form of updated
fdt and name of overlay nodes. When a node is removed, we also free the memory
used by overlay_track for the particular overlay node.
Nested overlay removal is supported in sequential manner only i.e. if
overlay_child nests under overlay_parent, it is assumed that user first removes
overlay_child and then removes overlay_parent.
Also, this is an experimental feature so it is expected from user to make sure
correct device tree overlays are used when adding nodes and making sure devices
are not being used by other domain before removing them from Xen tree.
Partially added/removed i.e. failures while removing the overlay may cause other
failures and might need a system reboot.

lines were fully redundant with the earlier wildcard ones. Arch header
files, otoh, were no longer covered by anything as of the move from
include/asm-*/ to arch/*/include/asm/. Further also generalize (by
folding) the x86- and Arm-specific mem_access.c entries.
Finally, again assuming the F: description can be trusted, there's no
point listing arch/, common/, and include/ entries separately. Fold
them all.

Structures or unions without any named members aren't liked by Misra
(nor the C standard). Avoid emitting such for leaves without any known
bits.
The placeholders are affected similarly, but are only visible to MISRA in the
middle of a patch series adding a new leaf. The absence of a name was
intentional as these defines need to not duplicate names.
As that's not deemed acceptable any more, move placeholder processing into the
main loop and append the the word number to generate unique names.
