It is bad form in C, perhaps best demonstrated by trying to read
xc_cpu_policy_destroy(), and causes const qualification to have
less-than-obvious behaviour (the hidden pointer becomes const, not the thing
it points at).
xc_cpu_policy_set_domain() needs to drop its (now normal) const qualification,
as the policy object is modified by the serialisation operation.
This also shows up a problem with the x86_cpu_policies_are_compatible(), where
the intermediate pointers are non-const.

using max undermines the separation between default and max. For
example, turning off AVX512F on an MPX-capable system silently turns on
MPX, despite this not being part of the default policy anymore. Since
the information is used only for determining what to convert 'x' to (but
not to e.g. validate '1' settings), the effect of this change is
identical for guests with (suitable) "cpuid=" settings to that of the
changes separating default from max and then converting (e.g.) MPX from
being part of default to only being part of max for guests without
(affected) "cpuid=" settings.

The individual decompression CUs need to only surface their top level
functions to other code. Arrange for everything else to be static, to
make sure no undue uses of that code exist or will appear without
explicitly noticing. (In some cases this also results in code size
reduction, but since this is all init-only code this probably doesn't
matter very much.)
In the LZO case also take the opportunity and convert u8 where lines
get touched anyway.
The downside is that the top level functions will now be non-static
in stubdom builds of libxenguest, but I think that's acceptable. This
does require declaring them first, though, as the compiler warns about
the lack of declarations.

external library, albeit here we can't ignore the 32-bit size field
appended to the compressed image - its presence causes decompression to
fail. Leverage the field instead to allocate the output buffer in one
go, i.e. without incrementally realloc()ing.
As far as configure.ac goes, I'm pretty sure there is a better (more
"standard") way of using PKG_CHECK_MODULES(). The construct also gets
put next to the other decompression library checks, albeit I think they
all ought to be x86-specific (e.g. placed in the existing case block a

ITSC being visible to the guest is currently implicit with the toolstack
unconditionally asking for it, and Xen clipping it based on the vTSC and/or
XEN_DOMCTL_disable_migrate settings.
This is problematic for several reasons.
First, the implicit vTSC behaviour manifests as a real bug on migration to a
host with a different frequency, with ITSC but without TSC scaling
capabilities, whereby the ITSC feature becomes advertised to the guest. ITSC
will disappear again if the guest migrates to server with the same frequency
as the original, or to one with TSC scaling support.
Secondly, disallowing ITSC unless the guest doesn't migrate is conceptually
wrong. It is common to have migration pools of identical hardware, at which
point the TSC frequency is nominally the same, and more modern hardware has
TSC scaling support anyway. In both cases, it is safe to advertise ITSC and
migrate the guest.
Remove all implicit logic in Xen, and make ITSC part of the max CPUID policies
for guests. Plumb an itsc parameter into xc_cpuid_apply_policy() and have
libxl__cpuid_legacy() fill in the two cases where it can reasonably expect
ITSC to be safe for the guest to see. This retains the current side effect of
enabling ITSC if the guest is marked as nomigrate.
This is a behaviour change for TSC_MODE_NATIVE, where the ITSC will now
reliably not appear, and for the case where the user explicitly requests ITSC,
in which case it will appear even if the guest isn't marked as nomigrate.
