Shakeel Butt 0943842a89 configure: configure a subsystem when explicitly requested. 
Executing "./configure --enable-stubdom" doesn't call stubdom/configure, fix
this.

Matthew Fioravante 3378685f25 Add conditional build of subsystems to configure.ac 
The toplevel Makefile still works without running configure
and will default build everything
