The path to the BIOS blob can be overriden by the xl's
bios_path_override option, or provided by u.hvm.bios_firmware in the
domain_build_info struct by other libxl user.

The current usage of LIBEXEC is bogus. It describes the directory for
private xen executables. Other places create their own, similar
libexecdir path as $prefix/lib/xen/*.
Additional two other variables are used to describe similar paths:
PRIVATE_BINDIR and PRIVATE_PREFIX
The autoconf documentation refers to libexec as a directory for
executables and stuff which is called by other programs, not by the
user.
Adjust all places that want libexecdir as a target path. LIBEXEC refers
now to the base directory. Three convenience variables are used to refer
to paths to private binaries, libs and include files.
In the systemd files LIBEXEC_BIN is substituted, so this variable has to
be present in autoconf. All other variables are expanded in Paths.mk
because they are only used in Makefiles.
Most users of LIBEXEC are updated to use LIBEXEC_BIN because that is
what they want.
Users of PRIVATE_BINDIR are updated to use LIBEXEC_BIN because that is
what they want. PRIVATE_BINDIR and PRIVATE_PREFIX usage is removed by
this patch, in favour of LIBXEC_BIN and LIBEXEC
An internal libxl function was removed. A single helper to retrieve
LIBEXEC_BIN remains.
As suggested by the autoconf documentation, configure appends the
package name to LIBEXEC to make sure the provided directory really
refers to xen. This makes sure "make uninstall" preserves the real
libexecdir.

These are only used by xl.
Rename _libxl_paths.h -> _paths.h, these are not actually "libxl" paths but
rather are part of the Xen build time configuration. It is fine for xl to also
consume them.

Only libxl_xen_config_dir_path and libxl_lock_dir_path are used outside the
library. Also bindir, sbindir, sharedir and xenpagingdir appeared to be
completely unused so nuke them.

Ie, we permit general code in libxl direct access to the manifest
constants such as XEN_RUN_DIR. This simplifies their use in (eg)
format strings.
This might be controversial because it will make it difficult to make
any of these runtime-configurable later without changing lots of use
sites. But I don't think it's likely we'll want to do that.
For the moment, leave existing call sites of all the functions in
libxl_paths.c unchanged. The simplified use arrangements can be used
in new code and when we update call sites for other reasons.
Also correct the dependencies in the Makefile so that _libxl_paths.h
is generated before anything that uses libxl_internal.h.

Move a lot of
#include <stdfoo.h>
from individual files into libxl_internal.h. This helps avoid
portability mistakes where necessary system headers are omitted from
individual files, and is also of course a convenience when developing.
Also add
#include "libxl_osdeps.h" /* must come before any other headers */
to the top of most libxl*.c files, so that anyone who adds any headers
before libxl_internal.h will put the in the right place.

libxl_internal.h now #includes libxl.h and various system headers.
This
1. makes the order of header inclusion more predictable
2. explicitly allows libxl_internal.h to use objects defined in libxl.h
3. removes the need for individual files to include these headers
Also
- remove some unnecessary #includes of libxl_utils.h,
flexarray.h, etc. in some libxl*.c files,
- include libxl_osdeps.h at the top of libxl_internal.h
- add missing includes of libxl_osdeps.h to a couple of files
- change libxl.h to libxl_internal.h in a couple of files

Since the recent build error caused by mismatch of symbol types due to
missing declarations, build libxl with -Wmissing-declarations.
The patch is mostly straightforward, a one liner in the makefile enables
the flag, a lot of functions in xl_cmdimpl.c needed to be made static
and libxl_paths.c needed to include libxl.h.
The one wart on the patch-set is that flex has a bug where it emits code
with missing declarations for yy(set|get)_column. This can be worked
around by providing the declarations ourselves regardless.
