Andrew Cooper 2d497e97e2 tools/tests: Install tests into $(LIBEXEC)/tests 
$(LIBEXEC_BIN) is a dumping ground of many things.  Separate the "clearly
tests" from everything else so we can clean up how they're run in CI.

Anthony PERARD 40d96f0c7d tools: Remove -Werror everywhere else 
The previous changeset, e4f5949c44 ("tools: Add -Werror by default to all
tools/"), added "-Werror" to CFLAGS in tools/Rules.mk.  Remove it from
everywhere else now it is duplicated.

Jane Malalane c7a7f14b92 tests/resource: Extend to check that the grant frames are mapped correctly 
Previously, we checked that we could map 40 pages with nothing
complaining. Now we're adding extra logic to check that those 40
frames are "correct".

Andrew Cooper ff759953b3 tests/resource: Rework Makefile 
In particular, fill in the install/uninstall rules so this test can be
packaged to be automated sensibly.

Make all object files depend on the Makefile, drop redundant -f's for $(RM),
and use $(TARGET) when appropriate.

Andrew Cooper ff522e2e91 tools/tests: Introduce a test for acquire_resource 
For now, simply try to map 40 frames of grant table.  This catches most of the
basic errors with resource sizes found and fixed through the 4.15 dev window.
