Update to v1.21.1 to fix build in Tumbleweed, which has been broken

Building with GCC9 (on openSUSE Tubmleweed) generates a lot of errors of
the "taking address of packed member of ... may result in an unaligned
pointer value" kind.
Updating to upstream commit 1dd56dbd11082 ("[build] Workaround compilation
error with gcc 9.1") seems to fix the problem.

And switch hvmloader/Makefile to use that binary. This will help later
when we change hvmloader to pick a user provided binary.
No functional change.

The current commit in tree is rather old. It has come to a point that
cherry-picking commits from upstream isn't trivial anymore.
There is long term plan to track ipxe upstream, but for 4.8 release, we
should just update ipxe to a newer commit (they are using rolling
release model now).
Forward-port the one boot prompt patch that is still relevant and retire
the rest which are already in upstream.

When building hvmloader for Xen tools the ipxe objects are also linked
into the binary. Unfortunately the linker will place them in the order
found in the archive. Since this order is random the resulting hvmloader
binary differs when it was built from identical sources but on different
build hosts. To help with creating a reproducible binary the elements in
blib.a must simply be sorted before passing them to $(AR).

on those. Add an autoconf check to check for wget and ftp, and
replace the usage of hardcoded wget in tools.

To remain consistent with how other ROMs are built into hvmloader,
call mkhex on etherboot ROMs from the hvmloader directory, instead of
the etherboot directory. In other words, eb-roms.h is not used any
more.
Introduce ETHERBOOT_NICS config option to choose which ROMs should be
built (kept rtl8139 and 8086100e per default as before).

We now include the source for Etherboot (5.4.2, obtained from git)
rather than a pre-built ROM. This gives better traceability and GPL
licence compliance. See tools/firmware/etherboot/README for details.
