... as building and interpreting Ocaml objects in C is rather fragile.
For C producing objects for Ocaml to consume, one trick to check validity is
Gc.compact() which forces a major sweep, walking all objects. If this doesn't
segfault, then we at least got the pointer <-> integer aspects right.
For now, start with a very simple version call. (Re)introduce
tools/ocaml/tests and add test-ocaml-bindings which is installed into
$(DESTDIR)$(LIBEXEC)/tests to be picked up automatically with the other dom0
tests.

This plugin intends to hide the unstable Xenctrl interface under a
stable one. In case of the change in the interface, a V2 of this plugin
would need to be produced, but V1 with the old interface would
need to be kept (with potential change in the implementation) in the
meantime.
To reduce the need for such changes in the future, this plugin only
provides the absolute minimum functionality that Oxenstored uses - only
three fields of the domaininfo struct are used and presented here.
Oxenstored currently uses the single-domain domain_getinfo function,
whereas domain_getinfolist is a potentially more efficient option. Both
of these are provided in the plugin to allow a transition from one to
the other without modifying the interface in the future. Both return
identical structures and rely on the same fields in xenctrl, thus if one
of them breaks, both will break, and a new version of the interface
would need to be issued.

Using `ocp-indent` for now to just make minimal modifications in
tabs vs spaces and get the right indentation.
This avoids perpetuating a formatting style that is inconsistent with
the rest of Xen, and that makes preparing and submitting patches more
difficult (OCaml indentation tools usually only support spaces, not tabs).
No functional change.

Running "make uninstall" does not remove all installed files, a
situation which might cause link related issues if xen is re-installed
in a different location.
In order to make uninstall correctly remove the files it is best
the process should be done recursively by mirroring each "install"
target with an "uninstall" who removes the installed files.
An exception to this rule is uninstalling the files produced by
"qemu-xen-dir-remote" and "qemu-xen-traditional-dir", which are external
to the project. These projects do not implement an "uninstall" target so
the files have to be removed manually.

The original rule to target "distclean" in tools/Rules.mk was in effect
"make clean". It should be "make distclean".
However not all Makefiles in subdirectories have distclean target
defined. So this patch also adds a bunch of distclean targets to various
Makefiles. They only depend on clean target and don't have any actions
in most cases.
With the patch applied, following command outputs 0 results:
find tools -name 'Makefile*' -exec grep -L 'distclean' {} \+ \
| grep -v ocaml | grep -v libfsimage
Ocaml and libfsimage are known to have distclean defined in a dedicated
rules file.

Otherwise make can search the path relative to certain standard paths
such as /usr/include (e.g., the line '-include $(XEN_ROOT)/.config' in
Config.mk suffers from this).

Previously the install target was having no effect because it ended up
calling the default target in the subdir Makefile instead of the
install target.
Resolve this by tying the tools/ocaml Makefiles into the generic
handling done by tools/Rules.mk.
Other changes arising in one way or another from this:
- Add libs/xl/META.in
- Update .hgignore for META files
- Create leading directories
- Remove existing module before installation in install targer
(worksaround what appears to be a quirk of "ocamlfind install")
- Use the globally defined $(DESTDIR)
- Move "ocamlfind printfconf destdir" to a common variable,
repurposing exising unused OCAMLDESTDIR, incorporating $(DESTDIR) at
the same time.
- Drop a few unused variabe definitions (mainly to avoid deciding if
$(DESTDIR) made sense for them or not.
- Pass -destdir to ocamlfind in uninstall target for symmetry with
install target.
