Some libs' Makefile aren't loading the dependencies files *.d2.
We can load them from "libs.mk" as none of the Makefile here are
changing $(DEPS) or $(DEPS_INCLUDE) so it is fine to move the
"include" to "libs.mk".
As a little improvement, don't load the dependencies files (and thus
avoid regenerating the *.d2 files) during `make clean`.

Olaf reported observing
xenstat_qmp.c:26:10: fatal error: _paths.h: No such file or directory
.../tools/libs/stat/../../../tools/Rules.mk:153: xenstat_qmp.opic] Error 1
Obviously _paths.h, when included by any of the sources, needs to be
created in advance of compiling any of them, not just when compiling
into non-PIC objects.

Instead of each library having an own include directory move the
official headers to tools/include instead. This will drop the need to
link those headers to tools/include and there is no need any longer
to have library-specific include paths when building Xen.
While at it remove setting of the unused variable
PKG_CONFIG_CFLAGS_LOCAL in libs/*/Makefile.

There is no reason why libxenstat is not placed in the tools/libs
directory.
At the same time move xenstat.h to a dedicated include directory
in tools/libs/stat in order to follow the same pattern as the other
libraries in tools/libs.
As now xentop is the only left directory in xenstat move it directly
under tools and get rid of tools/xenstat.
Fix some missing prototype errors (add one prototype and make two
functions static).
