Commit 948e033031 ("automation/alpine: add elfutils-dev") had an unintended
consequence of causing Qemu to gain a runtime dependency on libdw.so
The {adl,zen3p}-pci-hvm-x86-64-gcc-debug tests, which are the only two tests
that run the built Qemu, started failing with:
Error loading shared library libdw.so.1: No such file or directory (needed by /usr/local/lib/xen/bin/qemu-system-i386)
Error relocating /usr/local/lib/xen/bin/qemu-system-i386: dwfl_begin: symbol not found
Update the test container with libelf to cope.
While editing the runtime dependency list, fix up two other problems. texinfo
isn't a runtime dependency, and we should be using xz itself, not it's
development libraries. Both changes shrink the initrd used for tests.

Pass the desired architecture of the image in the FROM instruction if the
image is possibly multi-platform.
This allows using the x86 Dockerfiles on OS X on arm64 hardware.

Checking /proc/interrupts is unreliable because different drivers set
different names there. Install pciutils and use lspci instead.
In fact, the /proc/interrupts content was confusing enough that
adl-pci-hvm had it wrong (MSI-X is in use there). Fix this too.

Remove parts of initramfs for the test system (domU, and in few tests
dom0 too) that are not not working and are not really needed in this
simple system.
This makes the test log much lighter on misleading error messages.

It is the same as the existing ARM64 alpine 3.12 test-artifact. It is
used to export an Alpine rootfs for Dom0 used for testing.
Also add the exporting job to build.yaml so that the binaries can be
used during gitlab-ci runs.

Some tests (soon to come) will require pre-built binaries to run, such
as the Linux kernel binary. We don't want to rebuild the Linux kernel
for each gitlab-ci run: these builds should not be added to the current
list of build jobs.
Instead, create additional containers that today are built and uploaded
manually, but could be re-built automatically. The containers build the
required binarires during the "docker build" step and store them inside
the container itself.
gitlab-ci will be able to fetch these pre-built binaries during the
regular test runs, saving cycles.
Add two tests artifacts containers:
- one to build the Linux kernel ARM64
- one to create an Alpine Linux ARM64 rootfs for Dom0
