The debug option in Config.mk affects hypervisor, tools and stubdom by
appending different flags to CFLAGS. Mini-os under extra is not
affected because it already has its own build system when it is
separated from xen.git.
It is undesirable because now hypervisor build is affected by both
Kconfig and debug.
Disentangle the semantics of debug by pushing relevant options to
individual sub-systems.
For hypervisor, the flags previously added by debug option is now
controlled by CONFIG_DEBUG.
For tools, flags are moved from config/*.mk into tools/Rules.mk.
For stubdom, because it unilaterally sets debug=y before including
top-level Config.mk, we only need to move the debug build set of flags
into stubdom Makefile.
Specifically there are some considerations on what flags are picked:
1. we don't need -fno-optimize-sibling-calls anymore because gcc doc
indicates that it is not enabled for -O1, which we already set in the
debug build.
2. for tools we use -O0 -g3 in Rules.mk because they already take
precedence over the flags set in config/*.mk.
3. for hypervisor we don't add -fno-omit-frame-pointer to debug build
because that's controlled by CONFIG_FRAME_POINTER.
This patch doesn't intend to tune those flags, but to provide identical
set of effective flags as before. The debug option in Config.mk will
only affect tools components after this patch is applied.

The alternative backend (a xen-api/xapi shim) is no longer around and
so this stuff is now just baggage which is getting in the way of
refactoring libxenctrl.
Nested virt probably suffices for this use case now.
This was the last component of the osdep infrastructure, so all the
dynamic loading etc stuff all falls away too.
As part of this I was forced to investigate the twisty
xc_map_foreign_* maze, which I have added to the
toolstack-library-apis doc in the hopes of doing something sensible.
NetBSD and Solaris now call xc_map_foreign_bulk_compat directly from
their xc_map_foreign_bulk, which could have been achieved by using
some ifdefs around a renamed function. This will fall out in the wash
when these functions move to their own library.

xen-*-syms cannot actually be booted, so putting it in /boot is a bit
misleading. It also happens to cause a warning from update-grub (so at
least it doesn't end up in grub.cfg)
/usr/lib/debug seems to be a pretty common path for installing such
debug info.

Add a check, like the existing check for non-ANSI C in the public
headers, that runs the public headers through a C++ compiler to
flag non-C++-friendly constructs.
Unlike the ANSI C check, we accept GCC-isms (gnu++98), and we also
check various tools-only headers.
Also tidy up the runes for these checks to be a bit more readable.
io/ring.h uses 'private' as a field name, which is a keyword in C++;
this patch doesn't change that. Instead the check works around it.

Currently shared libraries are automatically installed into /usr/lib
or /usr/lib64, depending on the supplied --prefix value and
$(XEN_TARGET_ARCH). Some systems, like recent Debian and Ubuntu releases,
do not use /usr/lib64, but instead /usr/lib/x86_64-linux-gnu.
With this change, packagers can supply the desired location for shared
libraries on the ./configure command line. Packagers need to note that
the default behaviour on 64-bit Linux systems will be to install shared
libraries in /usr/lib, not /usr/lib64, unless a --libdir value is provided
to ./configure.
Additionally, the libfsimage plugins are now loaded explicitly from
$LIBDIR/fs, removing platform-based decision trees in code.

The latter conforms to the naming scheme for similar variables found
in config/*.mk - PTHREAD_LIBS et al.
Also I moved the setting of the variable to -dl from Linux to StdGNU
(which makes it apply more widely) and also added it to SunOS.mk
(based on pure guesswork). ]

In the current tree, setting PREFIX does not work very well. This is
because of confusion about the meaning of LIBDIR. In some places it
is the pathname tail of directories containing libraries (lib, lib64
or lib/amd64). But in other places it is a destination pathname
(implicitly, including any PREFIX). This can result in PREFIX or /usr
being added the wrong number of times.
This patch splits LIBDIR into two variables, LIBLEAFDIR and
LIBDIR. LIBDIR is the directory into which Xen libraries and other
similar code is to be placed, and includes any PREFIX. LIBLEAFDIR is
just the library tail and can be appended to various different
prefixes; for example, to construct the X11 library directory for -L.
Neither variable contains the value of DESTDIR, which is of course
used only to redirect the results of `make install' when desired.
