Julien Grall 40be6307ec Only compile the hypervisor with -Wdeclaration-after-statement
Right now, all tools and hypervisor will be complied with the option
-Wdeclaration-after-statement. While most of the code in the hypervisor
is controlled by us, for tools we may import external libraries.

The build will fail if one of them are using the construct we are
trying to prevent. This is the case when building against Python 3.12
and Yocto:

Looking at the tools directory, a fair few directory already add
-Wno-declaration-after-statement to inhibit the default behavior.

We have always build the hypervisor with the flag, so for now remove
only the flag for anything but the hypervisor. We can decide at later
time whether we want to relax.

Also remove the -Wno-declaration-after-statement in some subdirectory
as the flag is now unnecessary.

Part of the commit message was take from Alexander's first proposal:

Anthony PERARD 40d96f0c7d tools: Remove -Werror everywhere else
The previous changeset, e4f5949c44 ("tools: Add -Werror by default to all
tools/"), added "-Werror" to CFLAGS in tools/Rules.mk. Remove it from
everywhere else now it is duplicated.

Juergen Gross 1c21390736 tools: correct tools/tests/depriv/Makefile
tools/tests/depriv/Makefile directly builds the target program from
its C-source. This is problematic when an incremental build is needed
after a header the program is depending on has been modified: in this
case all headers are added into the gcc call and the build will fail.

Correct that by adding a rule for building the program from its .o
file.

Ian Jackson 3f561daff1 tools/tests/depriv: New test utility for deprivilege auditing
I have chosen to licence this utility as LGPL-v2.1-only, similar to
other LGPL elements of the Xen tools, because it may want to be moved
into or combined with osstest or some other project at some point in
the future, so it wants a licence compatible with osstest's AGPLv3+.
