For similar reasons to c/s a6b1e2b80f. While this container is still
build-able for now, all the other problems with explicitly-versioned compilers
remain.

Due to the limited x86 CI resources slowing down the whole pipeline,
switch the arm32 cross builds to be executed on arm64 which is much more
capable. For that, rename the existing debian container dockerfile
from unstable-arm32-gcc to unstable-arm64v8-arm32-gcc and use
arm64v8/debian:unstable as an image. Note, that we cannot use the same
container name as we have to keep the backwards compatibility.
Take the opportunity to remove extra empty line at the end of a file.
Modify the tag of .arm32-cross-build-tmpl to arm64 and update the build
jobs accordingly.

First, apt complain that it isn't the right way to add keys anymore,
but hopefully that's just a warning.
Second, we can't install clang-8:

We can't drop the 32bit libc from the existing containers, because they are
used on older Xen branches as well.
However, we can avoid the dependency being propagated into newer conainers
derived from our dockerfiles.
No functional change.

Specifically, Fedora 29, Archlinux, and Debian unstable. This will
cause the CI loop to detect golang build failures.
CentOS 6 and 7 don't have golang packages, and the packages in
stretch, jessie, xenial, and trusty are too old.

The LLVM repos have switched from http to https, and trying to access
using http will get redirected to https. Add the apt-transport-https
package to the x86 Debian containers that use the LLVM repos, in order
to support the https transport method.
Note that on Arm we only test with gcc, so don't add the package for
the Debian Arm container.
This fixes the following error seen on the QEMU smoke tests:
E: The method driver /usr/lib/apt/methods/https could not be found.

official llvm apt repositories, so modify the Debian Docker files for
stretch and unstable to add the llvm repo and install clang and lld
from it.
Also add some jobs to test building Xen with clang 8 and lld.

... instead of python2.7-dev.
We installed python2.7-dev because xen only worked with 2.7.
Installing python2.7-dev only gives python2.7-config, which causes
configure to fail because it wants python-config by default. Now xen
should work with 2.6 and above, we can install python-dev and let
distros pick the default python.
