The support for PVH xenstore-stubdom has broken the Arm build.
Xenstore stubdom isn't supported on Arm, so there is no need to build
the init-xenstore-domain helper.
Build the helper on x86 only.

DEPS_RM is currently the same as DEPS, so no functional change.
This patch is the result of two perl runes:
git-grep -l 'rm.*DEPS' | xargs perl -i~ -pe 'next unless m/^\t+rm\b/; s/\bDEPS\b/DEPS_RM/;'
git-grep -l 'RM.*DEPS' | xargs perl -i~ -pe 'next unless m/^\t+\$\(RM\)/; s/\bDEPS\b/DEPS_RM/;'
And editing tools/xenstat/libxenstat/Makefile by hand.
I verified that I didn't miss anything with this rune:
git-grep '\bDEPS\b' | grep -v include |less

Running "make uninstall" does not remove all installed files, a
situation which might cause link related issues if xen is re-installed
in a different location.
In order to make uninstall correctly remove the files it is best
the process should be done recursively by mirroring each "install"
target with an "uninstall" who removes the installed files.
An exception to this rule is uninstalling the files produced by
"qemu-xen-dir-remote" and "qemu-xen-traditional-dir", which are external
to the project. These projects do not implement an "uninstall" target so
the files have to be removed manually.

Place the PID file under XEN_RUN_DIR. Note that this change the default
location from /var/run to /var/run/xen.
Generate a _paths.h as that is required to make this change work.

After starting the xenstore domain write the basic data (domid, name
and memory values) to the xenstore. This makes the domain appear
correctly in xl list. Create a stub json object in order to make e.g.
xl list -l happy.
Add a new option to init-xenstore-domain to be able to specify the
domain's name.

Move xen-init-dom0 from tools/libxl to tools/helpers, as it is just a
helper program.

The program init-xenstore-domain to start a xenstore domain instead
of the xenstored daemon is built, but not installed. Change that.
Move the program to a new tools subdirectory "helpers" to be able to
use libxl in a later patch. Otherwise a dependency loop will be
created.
