Olaf Hering 27f32dbdb1 tools: handle missing xencommons in xen-init-dom0.service ...

sysconfig files are not mandatory.
Adjust xen-init-dom0.service to handle a missing sysconfig file by
prepending a dash to the to-be-sourced filename.
