XendDomainInfo.py, xc.c, xc_linux_restore.c, xc_domain.c, xc.h:
  Split pincpu, setcpuweight, setmaxmem and memory increase reservation
  out of xc_domain_create.  Add glue to get the missing functions exposed
  to python and use.
