Keir Fraser 283444b7cd Remus: use imqebt instead of ebtables

I added a standalone IMQ-aware ebtables version in the initial Remus
submission, but forgot to actually activate it. This fixes that
oversight.

Remus provides fault tolerance for virtual machines by sending continuous
checkpoints to a backup, which will activate if the target VM fails.
