Anthony PERARD 93189e8c8b tools/configure.ac: Create ZLIB_LIBS and ZLIB_CFLAGS ...

Use both ZLIB_CFLAGS and ZLIB_LIBS instead of cherry-picking flags
from a single "ZLIB" variable.
