Roger Pau Monne 537ae41785 libs/guest: rename xc_get_cpu_policy_size to xc_cpu_policy_get_size ...

Preparatory change to introduce a new set of xc_cpu_policy_* functions
that will replace the current CPUID/MSR helpers.

No functional change intended.
