In preparation of supporting both distutils and setuptools, add the python3 setuptools module to the containers that have recent python3 installations. Debian Stretch, Ubuntu trusty (14.04), Ubuntu xenial (16.04) and Ubuntu bionic (18.04) are kept without setuptools on purpose, to test installations that don't have it.
