Patchs backported:
  - vgabios: Support VESA power management extensions. (cs 17692)
  - x86, hvm: Allow Cirrus VGA BIOS to clear framebuffer with minimal
    PIO writes. (cs 16242)

This patch fixes the bug with the IDR boot CD.
