tools/libxc now contains libxenguest only. Move it to tools/libs/guest. When generating the pkg-config file for libxenguest a filter is now required for replacing "xenctrl" by "xencontrol" in the "Requires.private:" entry. Add this filter to tools/libs/libs.mk.
