xen: introduce DECL_SECTION_WITH_LADDR

Introduce DECL_SECTION_WITH_LADDR in order to signal whether
DECL_SECTION() should specify a load address or not.

Update {ppc,x86}/xen.lds.S to use DECL_SECTION_WITH_LADDR.
