Config.mk: Switch external trees to fixed tags for Xen 4.11.0-rc1
The minios tag `xen-4.11.0-rc1' was mistakenly made on the wrong revision. So we have burned that tag and use xen-4.11.0-rc1.1 instead. Signed-off-by: Ian Jackson <Ian.Jackson@eu.citrix.com>
