x86: guard HAS_VPCI with CONFIG_HVM
VPCI is only useful for PVH / HVM guests. Ideally CONFIG_HVM should imply !PV_SHIM_EXCLUSIVE, but we still want to build PV_SHIM_EXCLUSIVE with CONFIG_HVM at this stage because a lot of things are still entangled.
