Use the apply-build-vars make macro to replace the @xxx@ markers in
most *.in files only at build time.
As some of the markers are local to tools/configure, introduce
config/Tools-paths.mk.in and add the related make variables to it.
Add Tools-paths to the PATH_FILES make variable in order to include
the definitions for replacing them in the *.in files.
Add the generated files to the distclean target.

Remove "build" targets.
Use simply expanded variables when recursively expanded variable
aren't needed. (Use ":=" instead of "=".)
Don't check if a directory already exist when installing, just create
it.
Fix $(HOTPLUGPATH), it shouldn't have any double-quote.
Some reindentation.
FreeBSD, "hotplugpath.sh" is already installed by common/.

Running "make uninstall" does not remove all installed files, a
situation which might cause link related issues if xen is re-installed
in a different location.
In order to make uninstall correctly remove the files it is best
the process should be done recursively by mirroring each "install"
target with an "uninstall" who removes the installed files.
An exception to this rule is uninstalling the files produced by
"qemu-xen-dir-remote" and "qemu-xen-traditional-dir", which are external
to the project. These projects do not implement an "uninstall" target so
the files have to be removed manually.

The removal of the udev rules highlighted that although it has been
replaced by "xl devd" there isn't an initscript to replace it.
To enable this add a --pidfile option to xl devd.
Tested on Linux by running the script in dom0 and checking the daemon
was started/stopped, but not in an actual driver domain environment
since I don't have one conveniently available. I also checked that
running without the --pidfile option still works.
Scripts mainly cribbed from the xencommons for each platform.

The original rule to target "distclean" in tools/Rules.mk was in effect
"make clean". It should be "make distclean".
However not all Makefiles in subdirectories have distclean target
defined. So this patch also adds a bunch of distclean targets to various
Makefiles. They only depend on clean target and don't have any actions
in most cases.
With the patch applied, following command outputs 0 results:
find tools -name 'Makefile*' -exec grep -L 'distclean' {} \+ \
| grep -v ocaml | grep -v libfsimage
Ocaml and libfsimage are known to have distclean defined in a dedicated
rules file.

The "install" rules depends on both "all" and "subdirs-install" and
"all" depends on "subdirs-all". This leads the "install" rules to call
both "subdirs-all" and "subdirs-install" which create a race with two
concurrent `make` within the same directory (systemd) trying to make the
same things (xen.conf) and failing.
Ultimatly, "install" should only depend on the things it needs to
install, and not on "all".

I've retained xen.lowlevel.{xc,xs} since they seem more widely useful. I also
kept xen.lowlevel.xl even though it is disabled by default and IMHO useless in
its current form.
I've tried to clean up the various associated bits like example configs, init
scripts, udev rules etc but no doubt I have missed something, those can easily
be cleaned up later.
I've also removed xm-test since although it could in theory be reworked to
test xl it hasn't been touched for years. If someone wants to resurrect it
then they could do so via the git history.
This has been built but not runtime tested.

to launch the hotplug scripts. Later xenbackendd can be improved to
also launch qemu-dm as child process and will notice when qemu-dm
crashes.
The changes the patch makes:
- rename hotplug scripts as xenbackendd expects them
(current names were taken from pkgsrc)
- install hotplug scripts as executable scripts
- introduce xenbackendd
- build/install/launch on NetBSD only
